The Tomb of the Unknowns, near the center of the Arlington National Cemetery, is one of Arlington's most popular tourist sites.
The Tomb contains the remains of unknown American soldiers from World Wars I and II, the Korean Conflict and (until 1998) the Vietnam War. Each was presented with the Medal of Honor at the time of interment and the medals, as well as the flags which covered their caskets, are on display inside the Memorial Amphitheater, directly to the rear of the Tomb.
The Tomb is guarded 24-hours-per-day and 365-days-per year by specially trained members of the 3rd United States Infantry (The Old Guard).

He is a legitimate, unidentified soldier, that is why he is buried in this tomb. It is rare today for a soldier to go unidentified, but in earlier wars, before DNA this wasn't the case. Many soldiers were lost or killed and left unidentified.
In their memory, the tomb of the unknown soldier was established and a body of a warrior who's identity is unknown, is buried there. He represents all soldiers, sailors, airmen. and Marines who's remains have not been identified.

In Vienna / Austria there is a unknown soldier buried for all fallen of all wars - theoretically - that's the general knowledge.
Anyhow.
According to experts who where present when out tomb was build - the tomb is empty and stands like the ever lightning candle in front as symbol only.

Narutoru: It is for unknown soldiers from all wars. Today they can usually do DNA test. But there are times that that's not possible form injuries or the way they died. Good Luck, and keep all our service men and women in prayer. Remember some gave little and some gave all. For us! Steve

There are Tombs of the Unknown Soldier for each conflict (WWI, WWI & Korea, & Vietnam).
WWI - On Memorial Day, 1921, four unknowns were exhumed from four World War I American cemeteries in France. U.S. Army Sgt. Edward F. Younger, who was wounded in combat, highly decorated for valor and received the Distinguished Service Medal in "The Great War, the war to end all wars," selected the Unknown Soldier of World War I from four identical caskets at the city hall in Châlons-en-Champagne, France, on October 24, 1921.
WWII & Korea - The World War II Unknown was selected from remains exhumed from cemeteries in Europe, Africa, Hawaii and the Philippines. Four unknown Americans who died in the Korean War were disinterred from the National Cemetery of the Pacific in Hawaii. Army Master Sgt. Ned Lyle made the final selection.
Vietnam - The Unknown service member from the Vietnam War was designated by Medal of Honor recipient U.S. Marine Corps Sgt. Maj. Allan Jay Kellogg Jr. during a ceremony at Pearl Harbor, Hawaii, May 17, 1984.

The inscription on the Tomb reads "Known but to God".
The servicemen buried in the Tomb are indeed UNKNOWN.
Nobody knows their identity. The one serviceman who was identified was removed and buried in another site.

The Tomb of the Unknown Soldier is symbolic. There are actually many Tombs of the Unknown Soldier, many of them monuments to commemerate the many who had died in wars unknown.
Many are dedicated to the soldiers, who died without their remains identified.
