A few years ago the MPAA and the RIAA brought criminal charges to people caught downloading. Some people had to pay a really hefty sign (several thousand dollars), community service or even jail.
I don't know if people are becoming smarter or they're no longer reporting it, but you only pretty much hear about it when it's some really old person who claims not to know how to use a computer or it's a 5 year old.

there r ways to do it legally
but it depends how much music you stole
you won't go to jail probably just get a fine
if you downloaded 5k files i think the fine is 250thousand$$
