In most states immediately upon automatic restoration of civil rights at the end of sentence and parole. In a very few states like Florida it takes a special administrative act which may be very difficult to get.

Once a person has served their sentence in completion they should be allowed to fully reintegrate into society. BA: Bad idea. It would firstly establish the slippery slope necessary to get rid of these programs entirely, which conservatives have been trying to do since their inception, but nor would it serve a useful purpose. It may make a subset of individuals without much to do with their lives feel good that they’re punishing someone but would allow make targets of said punishment more likely to commit crime, return to prison and create an even larger burden to the taxpayer.

3-5 years after they are released.(paroll,probation,prison) what ever their sentence was.They have to reapply for their rights.
