A paint with some additive that when applied leaves a textured surface. Sand is one example. When applied to the paint can and mixed in well, when applied to the wall it leaves a texture along with the paint. Adding texture dulls the reflection minimizing wall irregularities. Of course if you want to remove the texture in the future, you have to sand it off.

it is paint that contains some sort of solid product that when applied will leave the surface with a finish other than smooth
