It starts at 8. What time should I arrive to be fashionably late?

Ya, umm, I'm 16, so no drinking. I'll go for 8ish.

It would actually depend on the size of the party.
If it's a small get together, then 8:30, 8:45 tops. You don't want to annoy the host.
If it's a medium sized party, then you could probably do 9:00.
If it's a large party, then I'd say arrive at 10:30. That way, you'll skip all of the awkward, boring chats and most people will be on their second round of drinks. It'll give you enough time to get acquainted with people you don't know and prepare for midnight.

Usually 15 minutes so I can just make an excuse that the traffic or something held me up if the host gets the shits.
However, if no time is set like the NYE party I went to last night, I usually rock up late on purpose and wearing nice cologne helps too.
Because I'm the only one to walk in the ladies only smell me.

9:00 or 9:30. Things won't really start booming till about 10:00.

You should never be late for any party. That shows the host or hostess you are not a good person.

Everybody will start being buzzed about then and it will make it more interesting.
