If this kind of behavior is new to your nephew, the answer is yes. He is acting out. Talk to him and take him to a pediatrician and to a child psychologist to find out the cause of this behavior. Something may have happened to him to bring about a regression in his behavior back to an earlier stage of development. That does not sound normal for a 6 year old child. He needs attention, fast.

He probably would rather not be away from his parents for a "few weeks".
What kind of parents does he have?????
Poor kid, they probably throw him in daycare so they can be alone on a daily basis.
The long time away from his parents is the issue and he is acting out on it. He deserves better.
Be careful the next step will be killing cats and dogs, then serial killer, no jokes here, get him some help

Sounds like he is unhappy, or upset about something. Yes, he is acting out. Where are his parents? That could be your answer. Don't get mad at him, that will make it worse. Instead maybe try talking to him and let him know that you know he is unhappy or something is wrong because he's doing these things. If that doesn't work, take him to a doctor. Let the doctor rule out a medical problem, and see a counselor.

Get him checked out by the doctor. Picking your nose might just be bad manners, but not being potty-trained at the age of six is definitely a cause for concern.

His parents need to talk to his pediatrician about it. A 6 yo should use the bathroom and not go in his pants. I would worry about health and nutrition issues with him. Does he have normal intelligence?

He is either seeking attention, or has emotional problems. Ask his parents if he does these things at home. If the answer is yes, then the child needs professional help
