Adobe Photoshop is awesome but expensive.. Paint Shop Pro is a cheaper way to go .. It really depends on what you want to do.

As previously recommended, Gimp is "ok" - it's free at least.

Corel Draw is decent.

PictureIt! and PictureIt! Express are both pretty good.

Depends on what kind of editing u want ,and how much handy u are with editing.
If u want an easy to work wid programme and want to edit latest effects,make photo collages,,google picasa is not bad,,actually word class i must say(can download free here http://angle-mine.blogspot.com )
And moreover...if u want to make a website/photoblog of ur edited work it has an inbuilt system for that too.Good luck.
