Generally it is because something has touched their fur. A breeze or even a small piece of something will touch their fur and they twitch to put it back into place.
They also twitch when they are dreaming, cats are similiar to dogs in this. When they are having a good dream they twitch. Our gray cat twitches when you brush just the edges of her fur and my bangals twitch sometimes in their sleep. I imagine they are dreaming about hunting. I hope this answers your question.

They are probably dreaming about chasing mouse. Nothing wrong with it. Their tails twitch all the time--even when awake.

Cats do that because they're dreaming. Dogs will do the same thing.

Animals have REM sleep like we do. They twitch b/c they are in REM sleep and are dreaming.
