If you are using a crockpot use more liquid.
If in the oven ? use a roaster pan and put
foil on the bottom to keep the cabbage from sticking and possibly
burning. I use some sauerkraut on the foil, then some large
cabbage leaves that are clean but too big, and then my stuffed
cabbages. Top with tomato juice, sweetened to your taste.
And watch your oven temp.... cabbage needs to 'stew'
or roast, not bake.

on the inside add meat rice and tomato sauce or spaghetti Sauce ,then pour the rest of spaghetti sauce over cabbage sprinkle cheese bake they have lots of choices of spaghetti sauce and its nice and thick

Simmer them in liquid. You should have lots of Kraut on them and plenty of liquid. Tomatoey(?) liquid with seasonings.
