oncoming traffic has the right of way first. only if the lane is clear is a left turn permitted if this intersection is not controlled by a left turn green arrow. if there's a light specifically for the left turn lane; and this is usually when the road has 2 lanes going in each direction with a left turn lane at the intersection, then the left turn lane is legally controlled by the traffic lights. turning against the light will get u an improper turn and/or disreguarding a traffic control device ticket in ohio

In amost every state in the continental U.S., making a left turn in front of oncoming traffic puts the driver clearly at fault if an accident happens. Or turning on a red light, or as you said, when it's not your turn. In Oklahoma, it's an automatic ticket, whether you do or don't cause an accident, and is called making an illegal left turn.

Legally no! They are supposed to yield to oncoming traffic. If an accident occurs, they will be at fault. Or if an officer is around and sees it, they will probably get a ticket because of the danger and the ticket would generally be for failure to yield.

when turning, the on-coming traffic has the right of way. don't assume that someone making a turn has it, unless it's on a green arrow.

Some folks get it while the gettins good if they don't dick around let um go for it but if they wreck they should be at fault.
