It is probably heredity then...if you are healthy...then there is nothing to worry about,...you are probably on the thin side..

Raynaud's disease.
Lack of circulation to the extremities especially the fingers and toes. It is not just poor circulation or have anything to do with being thin. It usually affects women in their late teens and worsens with age. For some it is just an annoyance.
To return the the flow of blood you can warm up by immersing the affected part into warm (not hot) water until your skin color returns to normal. Do not use hot water since there is a lack of sensation to those parts of your body and you can burn yourself
Raynaud's disease is more than simply having cold hands and cold feet, and it's not the same as frostbite. Signs and symptoms of Raynaud's depend on the frequency, duration and severity of the blood vessel spasms that underlie the disorder. Signs and symptoms include:
Sequence of color changes in your skin in response to cold or stress
Numb, prickly feeling or stinging pain upon warming or relief of stress
At first during an attack of Raynaud's, affected areas of your skin usually turn white. Then, the areas often turn blue and feel cold and numb, and your sensory perception is dull. The affected skin may look slightly swollen. As circulation improves, the affected areas may turn red, throb, tingle or swell. The order of the changes of color isn't the same for all people, and not everyone experiences all three colors.
Occasionally, an attack affects just one or two fingers or toes. Attacks don't necessarily always affect the same digits. Although Raynaud's most commonly affects your fingers and toes, the condition can also affect other areas of your body such as your nose, cheeks, ears and even tongue. An attack may last less than a minute to several hours. Over time, attacks may grow more severe.

Some people do for a variety of reasons.
If you have it all the time, even when you are not cold, it could be your race. What do I mean? Well people of different races have different tints in their skin. Like one of my black friends when he gets sun burnt, he turns purple, not darker brown. I've known American Indian's who had a little purple to their skin. I knew a few people who were from INDIA who had some purple to their skin.
If you are really thin, anorexic or just naturally thin and you are never warm, you're skin may take on a little bit of a purple color.
Ask your parents if you are a kid, becuase they may no the answer for you specifically. Are you healthy? If not, if you have breathing problems and you'd know if you do, or circulation probelms and you'd know if you did, both can cause your hands and fingers to appear purple at times.
IF you feel good, healthy, then it's probly just the pignet in your skin and that's okay. Poeple are seldom just black or white, brown or yellow. We really are a variety of shades. Think of it like this, take a white peice of typing or computer paper, now do you know white people who are really WHITE, I don't, I know people who are light skinned, but not white and I've only meant two men in my life who were black like a peice of black paper. You may just be a little bit of purple. I have a lot plum tones in my skin.

You have circulation problems. You should check with your doctor about having some blood work done. Ask him/her for an iron count (CBC w/ Differential, Complete Blood Count), and have your thyroid checked (CMP, Complete Metabolic Panel). Even though this is how you are all the time, it's not normal. Check into it.

I kind of do. I have spider web veins in my legs which bothers me when I'm on the ice. By the way, how long did you practice when you were 11? How much would you have to know to go to olympics? What level? Above ISI Freestyle 10? Let me know please.

its cuz when ur cold the veins come nearer to the skin and it makes ur hands a strange colour

When you're cold, of course you'll turn pale and purple. If you're pale and purple all the time, I suggest you get some sun.
