Most of the people I know who have it were born in the US then moved to another country at a young age. They obtained a passport in their new country and later obtained one for the US.

If ist for the US, the US does not reconigize dual citizenship. You "can" have dual citizenship, but once you hit 18 years of age you must choose one.
