If you have a Wrangler and the fender flairs are fading you can use a product called Forever Black. I used it and it works great after 2 coats and plus it lasts for a very long time.

tape up the area around the fenders to protect the paint and use the plastic spray paint on the fenders. it works great just follow instructions on can.

if you are talking about the fender flares then it really simple to do. I used Krylon fusion paint and took them off and sprayed them and the looked as good as new.

if metal, sand them to bare metal, paint with a good primer and then re-paint them. unless you have the equipment, you should have them done in an auto paint shop for best results.
with plastic, it would be better to replace them.
if they are just dull-looking, you can use a good rubbing compound with a soft cloth and then put several coats of wax on them.
if you have them re-painted, make sure they use several coats.
