It does, but you need to do it on a studio (not on a mat!) unless your core muscles are strong enough to allow you to do on a mat and your tendons are in shape.
The reformer is a piece of equipment that allows you to use *some* of your body weight as a resistance to the movement, and such resistance can be changed changing number and type of springs attached to the base. Graduating the resistance helps your muscles to *gradually* move against more resistance (like when you do weights and you gradually move from 2 to 3 to 5 to 6 lbs) meanwhile not allowing your tendons to overextend (handy if you have loose tendons).
With time, your muscles will be stronger and able to control your tendons better, therefore allowing you to do the matwork.
Most people not in shape start with the matwork because it's cheaper and they think it's easier, then dump it thinking it doesn't work. But it's just because they started with the wrong equipment (the mat) for their degree of fitness.
However I did see long-term pilates person still being overweight... although it does tone you up, it won't make you lose weight UNLESS you restrict your caloric intake as well.

Pilates is great. When you do it, it doesn't feel like you are doing much....but the next day you will be so sore. It's a great workout. I think you will be pleased.
