I ASSUME your talking of 9/11. Sorry, I have no idea.
I do know that on 9/12 the only planes (the ONLY) ones allowed to fly were Saudi planes carrying such as bin Laden's brother and other Saudi families. (Bin Laden's brother had dinner with Jeb Bush on 9/11). Not that there's anything wrong with that, after all he does have like 70 something brother's and sisters and I seriously doubt they know what he's up too!

Only the commander and Chief, i.e. President Bush could have "taken over" Norad. Norad controls only our strategic forces it does not control the day to day control of tactical aircraft. The air force jets were scrammbled to try and find the planes but given the lack of coordination, misdirection, and general disbelief none were shot down. The events of 911 lasted less than 45-minutes from the time of the first highjacking to the last crash of an airplane.

A little knowledge is a dangerous thing.
NORAD is a bi-international organization between Canada and the United States.
NORAD does NOT track planes over the North American continent. It's sole purpose is for early warning and identification of incoming planes to the mainland.
Did you really think NORAD tracks every commercial flight within the continental United States and Canada?

Anyways...
I have no idea who (maybe Wikipedia?) in command of NORAD but it was a highjack. And usual highjacks are the highjackers taking the planes and issue demands and land outside of U.S. control and action to press for their demand and etc.
What I'm trying to say is that usually, a highjacker doesn't want to kill him or herself. And I don't think they would have though of blowing the plane up if they didn't know.

We are to understand there is a huge conspiracy and every pilot was told stand down, they blindly obeyed and nobody has a book called "why we didn't shoot down the terrorists on 911"
