Yes, just mention that they need to adjust their dress. If it is a friend, it probably would be nice to help her maintain some semblance of modesty until she is adjusted.

I would whisper to them, "Excuse me, your dress is stuck in your pantyhose" low enough that no one else hears. I would want someone to tell me if mine was instead of walking around all day in public with my backside flashing.

I would would just whisper it in their ear, Like, hey I just wanted you to know that your dress is stuck. I can tell you that person will be grateful that you told her

Being the mean person I am, I would point, laugh and show it to everyone around me! Okay, I'm not THAT mean. I would tell her. Tap her on the shoulder and just tell her!

Of course I would and have. I'd tell to her quickly and softly so no one would hear and block the view so she can fix her self.
