If they are flying with the US flag I'd say yes they would because no other flag be it state, company, foreign countries should ever be flown higher than the US flag...

When flags of States, cities, or localities, or pennants of societies are flown on the same halyard with the flag of the United States, the latter should always be at the peak. When the flags are flown from adjacent staffs, the flag of the United States should be hoisted first and lowered last. No such flag or pennant may be placed above the flag of the United States or to the right of the flag of the United States (the viewer's left). When the flag is half-masted, all flags are half-masted, with the US flag at the mid-point and the other flags below.

Flag Code:
The laws relating to the flag of the United States of America are found in detail in the United States Code. Title 4, Chapter 1 pertains to the flag; Title 18, Chapter 33, Section 700 regards criminal penalties for flag desecration; Title 36, Chapter 3 pertains to patriotic customs and observances. These laws were supplemented by Executive Orders and Presidential Proclamations.

Are there penalties for violating the Flag Code?
No. The Flag Code is intended as a guide to be followed on a purely voluntary basis to insure proper respect for the flag.

In the Boy Scouts, and while I was in the US Army, I was taught that NO flag was ever to be flown over US soil at any height higher than the US Flag. So, if the US flag is at half-staff, then all other flags being displayed must be lowered at least as much.

Absolutely! No flag should ever be higher than the US flag. When the US flag is lowered for respect or ritual all other flags around it are lowered as well.

Company and State ones, yes, they should be lowered.

With the flags of other countries, it depends upon the location, for example, an embassy, though located in the US is considered to be the soil of that country, so the rules may vary.

Yes and no. Yes, because the U.S. Flag should always be considered the HIGHEST flying flag on the Pole.

However, people are free to express themselves in any manner they choose.

No other flag may be flown above the US flag on US Soil... with the exception of The Church pennant which may be, but only during "religious" services.

when the American flag is lowered, all other flags has to be lowered also, no flag can fly above the American flag.

I know that the Texas flag can be flown at the same height as the American, but not higher.

I don't know about any other state.
