Likes you? Not necessarily. Guys do that head-nod to other guys who are friends, but also to other guys who are competitors. Its a greeting.
Checking you out? He doesnt have to do his head to do that. It takes exactly 0.25 seconds for him to check you out, imagine you naked, and imagine being with you. I know a guy who timed it. All it needs is about 25% skin showing and seeing you for less than a second.
Saying hey is closer. Its an honorific greeting, not just "hi". A man is lifting his chin saying "I am proud" and lowering it saying "I see you too are proud" in that motion. Its a hello with honor. Guys very often natively speak in the language of honor, and he is speaking it to you. Girls often speak "cherish" so pure manly "honor-speak" can be pretty foreign seeming.
Its not a bad thing. When he is very angry he will not nod, he will glare/stare/peer straight at you and his actions will follow his body language.
