That is a great question. Most guys have major issues wearing a condom because they assume that they decrease sensation. A lot of guys also get caught up in the moment and temporarily forget that children come from sex. At this point, it becomes the woman's responsibility to say no, or at least not until her partner puts a condom on. These days, though, it's as important for a girl to be on birth control. That way, if this situation is encountered, the main thing to worry about is STDs. Ideally, though, they should both be used in conjunction with each other.
My personal mantra, though, is if I don't want to eventually accept the responsibility/possibility of a child, I don't have sex. I have gone crazy once or twice and not followed that, but it's usually the case. Both partners need to consider the possibility before jumping into bed together.

Guys, especially at 'that' time, think with their penis. When this happens, he's saying to himself, "I really, really, really want to have sex with you, I'm really really READY!". He's probably not thinking, "Let me wait a few minutes to make all the necessary arrangements before we go." It's all about the penis thought process. He probably isn't thinking about the risks when this happens and the fact that the girl isn't ovulating says to him, "These chances are so low right now, so let's just go for it! This time may never come again." It's wrong...but that's just the penis.

Dude, because he wants to F* his life away. He is a loser and does not think in the long term. If you walk to any fast food restaurant or any quick lubes for your car or the grocery bagger, there is where you will find the morons who knock their girlfriends. Stuck and miserable, look in their eyes and see their misery and agony of having their best years disappear because of their 30-second orgasm. Dude, do you want to be in that situation?

In my opinion, he is not thinking at all. The bottom line is if he won't wrap it, you don't touch it. If he doesn't respect himself and you enough, he is not worth the time, effort and most importantly the risk. If he is that irresponsible, what kind of parent do you think he would be??

if the girl gets pregnent the guy gets a feel of control for some reason, and they can just walk away. My main concern would be a disease though

Guys like to use the excuse that they can't feel it good enough with a condom...the truth is that when they don't use one, they're only thinking of themselves...and you have the right to refuse him if he won't wear one.
