If it is a true date and not just friends going out then the guy should indeed pay for the meal and the tip, regardless of who asked.
If it is 2 friends then dutch is normal but the guy can pick up the entire tab if he wants to be nice or is feeling generous.

Its not a rule. See if she at least offers to pay and you will see what type of girl you have. You should want to pay...Its the gentleman thing to do...A girl with class will at least offer to help pay then you can say "Let me"
