No. Actually they are very smart. Some other dog breeds do have some issues with smarts because of inbreeding though. I think Irish Setters are a little off.

We'll if there is allot of inbreeding in the Pit bull breed then that would be true. I have seen it in the Labor Dog breed. Most every Lab I run into is as dumb as box of rocks.But I constantly hear how intelligent they are. So I guess a pure blood bred Dog that parents were not brother and sister will most likely have some intelligents.

No, that is not true. Any breed can have problems from over-breeding or in-breeding, but pits are not particularly prone to it. I've met a lot of pits, and I've yet to meet a mean one or a 'retarded' one. All the ones that I've met have been very sweet, playful and intelligent.

To greatly simplify - if you do an inbreeding of any animal, dog, cat or chimpanzee, it is impossible to get traits that are not in the animals' parents, grand parents or great grand parents.
Therefore, unless you are breeding mentally retarded dogs or their parents were, it is impossible to get mentally retarded puppies! By the way, interesting term - I didn't know dogs COULD be mentally retarded.

why are there so many ridiculous myths about pit bulls out there, and why do so many people believe them?
(to actually answer the question, no they are not retarded. pit bulls aren't even a recognized breed (just a label of a few similar breeds) so they certainly aren't inbred. your grandma's poodle is far more inbred than any pit bull.)

Actually ALL dogs are the product of "inbreeding", thats why we have a variety of breeds. As for pit bulls specifically, they are actually a very intelligent and personable canine, though their natural traits have been used by abusive owners for fighting.

Funny Question -
I think some of the owners who pit them are but as for the dogs probably not. The dogs are very people friendly but very dog aggressive.
They are conditioned to attack and this makes them unstable.

No but when the dog reaches a certain age about 7 the brain starts pushing against the skull which makes them over aggresive, or mentally retarted

That might be true in some cases it depends on where you buy your dog from you have to ake sure that the breeder you get your dog from is good at what they do.
