No, dark chocolate is the same as milk chocolate except that it hasn't had milk and sugar added. Dark chocolate can have different levels of cocoa in it - normally the packing will tell you, it normally comes in 30%, 70% and 90%. The more cocoa it has, the more bitter the chocolate will be. Milk only has about 10%. That's why good quality dark chocolate is normally more expensive than good quality milk chocolate. (Unless the chocolate people are ripping you off :D)

Dark chocolate has a higher percentage of actual coco in it than milk chocolate. That's why it is darker and richer. It is a more pure form of chocolate.
