OK this is a strange one. I am using WINDOWS XP HOME edition Service Pack 2
When my desktop is showing my screensaver doesn't activate and my computer never goes to sleep. If I have a software program running such as Internet Explore everything works normally.

Right click on a BLANK part of the desktop and pick PROPERTIES. Click on Screen Saver and look at how long it is set for. You should also see a PREVIEW button to make sure that it works.
If you are using a screensaver ADD-ON, maybe it does not work. Just uninstall that program, and pick one of the screensavers that came with Windows.

Let me add this to the above.... go to control panel....power and check the settings. If something is set to never then change the setting
