He can do his own waxing. There are wax strips available, and they can be cut down (before application) to his liking.
Eventually, whether with plucking or with waxing, the eyebrow hair won't come back as rapidly or as thickly. Pulling the hair out by the root repeatedly will eventually destroy the follice so new hair won't grow back. This takes a long time, however, so be patient.
Another option is electrolysis. This usually results in the hair not growing back after up to 3 treatments. It is expensive, though

Waxing doesn't grow back as fast as plucking because it pulls out all of the hair, not just the long noticeable ones.

I have a uni brow also. I have plucked it and even had it waxed and it comes back like that too. I want to have electrolysis when I get done with college and everything. They are annoying! I don't know that to tell you but for her to just keep plucking the hairs. It's bad but we gotta do it.

waxing would be ur best bet, but like u said, he doesnt want that. waxing doesnt grow back as fast as just plucking, your are more likely to miss much of the hair if u pluck it. u can request it not to be so thin... u have to let them know what u have in mind

I don't think so. I think plucking and waxing are the most effective ways. You could have a laser treatment... It damages the hair follicle so that hair doesn't grow back.
