I think it is to put pressure on the bidders so they can't stop and think if the item is worth the bid. Also, there are a lot of things to auction off most of the time and they don't want to be there all day. They might have something else to do, like another auction.

I used to work at an auction, I HAVE NO CLUE! But an educated guess would be the faster he talks the faster he gets and item sold. Meaning he trying the maximize his time in order to sell the most items.

the answer is impulse. If you don't have time to think about how much money you are spending, and get caught up in the rush of the moment, you are more than likely going to get impulsive and spend way more than if you had more time to think about it.
