My dog is vaccinated and she will have all the proper vaccinations in the future. I'm trying to convince a friend to vaccinate their dog.

you can be fined for public health violations not just animal. and why wouldn't you want your dog to have a rabies vaccine??? rabies is making a comeback in domesticated pets thanks to owners becoming lax with vaccinations.

The fine is most likely that if the dog ever gets bitten by a rabid animal (or even kills a rabid mouse), it will be destroyed, and in all likelihood it will bite its owner who will have to go through the most painful series of shots ever imagined. I don't know the fine, but rabies is the one vaccine I would call the cops on a friend for if they refused to give it to their dog. At that, the vet WILL call the police if they refuse to have it given. I don't know how this dog is getting veterinary treatment right now, any vet would go ballistic. if you friend is concerned about over vaccination, tell them to ask the vet. Vets can vaccinate a dog once, and than run a blood panel every time a dog is due for vaccines to determine the amount of protective antibodies in the blood. You can request they only give the vaccinations the dog needs. If its cost, you can bet it would be more expensive to not do it. Sorry if I seem like I just chewed you out, I know its not you, but its a very scary proposition.

You should be more concerned over keeping your dog protected from contracting rabies and current on the shot rather than worrying about what a fine would be. The cost of a rabies shot has to be cheaper than any fine.
Check your local animal control laws on-line and they may provide a question to your answer and if a dog must be licensed in your area. Most municipalities require dogs four months or older to be current on a rabies vaccine and be licensed.

I'm not sure about Michigan, but it can range from $500 to removing of the animal from their ownership to some jail time.

It all depends on how long it hasn't had it's rabies, if it was caught roaming. etc.
