First of all Mary's husband's brother's mother-in-law cannot be Mary's husband's father-in-law. Because they are two different sex. And the second part about Mary's brother's stepmother being Mary's sister-in-law does not work out.
Now for the conclusion, there are 4 Marys.

Mary's father is married to Mary's husband's sister, and Mary's brother-in-law is married to Mary's sister-- ????? I don't know, I just gave it a try... It truly is confusing, and I know that my answer isn't right. Hopefully someone else will explain it to me! Ha ha.
