It is a combination of software:
A) C++ - For programming.
B) 3d Software (3d Max, Maya, Poser) - To create objects for game, such as weapons, characters, vehicles
c) Graphics software - Photoshop. To create artwork such as textures for your 3d objects.
d) Sound editing software - Create sound effects (gun shots), music or voiceovers
I'm not a games programmer but I'm sure you require the above software.
Anyway, purchasing said software does not mean it will be easy. You require extensive knowledge of creating game applications and the concept of object orientation.

Making a computer application, let alone a game, is extremely hard and you need to be way up there in the intelligence level to program. Programming is very complex but can be done. You need to know how Open GL works and i think most programs today are programmed with objective c and c++ language. Codewarrior is a compiler that is used and Mac OS X programs have their own development tools. If you want to start programming get some knowledge of the BASIC language as a start than work your way to c and c++.

well it all depends! you could develop a PacMan style game with several thousand coding lines using C Language or use Visual Basic, Java, Visual C or C# to create more advanced games from those that resemble low-end Flash Games to games like Red Alert. For the hi-end true to reality games, some prefer 3D Studio Max and others prefer Maya 3D. Many enthusiasts are also using Flash to create nice games that are visually attractive yet small in size. It all comes down to your imagination, creativity and skill.. 3DS Max and Maya are the uncrowned champs when it comes to game development though.

A very basic one that can be used in code or icons is called "Game Maker" (http://www.gamemaker.nl/). If you register (around $20 I think) you can even do 3D games. This is very basic but still takes a lot of work for a good game. Don't expect to make Half Life or anything. It also is advisable to use the included help files.
