I know someone who takes the license plates off of one car to put them on another. He also drives without a license in his own security business. I think this means he has no insurance either. I wonder, what would happen if he gets caught. Oh, he is in California

He could be the winner of a indefinite stay at the local penal institution, were he will enjoy comforting snuggles with a 7"1' 300lbs. black man named tiny. A shank in the back, and turning tricks to survive!!!!

Let's see. Taxes due the state for bogus plates. No driver's license. No mandatory insurance. Definitely a ticket and the car goes to the impound yard with a hold for ownership, plates and insurance. Perhaps the driver goes to jail for a time.

If he gets caught driving without a license and using plates off another vehicle then he is facing jailtime. So yes it's a crime.

As an individual who once drove a friends vehicle with ALTERED VEHICLE REGISTRATION (the legal term) in California, I can tell you that the law frowns heavily upon that. The potential penalties include, but are not limited to losing one's license, huge fines and prison time. I was fortunate that the vehicle did not belong to me and I was still young enough not to know better.

Yeah, it's a crime. More than likely the vehicle will be impounded when he's stopped. Knowingly attaching a wrong tag to a vehicle is a felony in CA. Bad Ju Ju!

That is so a crime. A five letter word. FRAUD. If I were you, I would catch the person doing the crime, so they have to pay the time :P

yes it is a crime. He would probably get a fine and get his license suspended (maybe forever if it is already suspended)
