a scanner

if your looking to scan word type documents in, there is are programs called OCR programs that are suppose to read the text into Word or another text editor, but i have not had much luck with them. Have a hard time with margins and double spaced papers.

if your looking to scan and edit pictures, any kind of picture software will work. The scanner may even come with some lower end image software.

A scanner and software to edit the scanned document. If it's a graphic you will need graphic editing software. If it's text, you will need an OCR scanner and word processing software.

Brady is half right. a scanner is essential if you are wanting to scan a paper document in to yor computer to make it editable, you will also need OCR software.
however most good quality scanners such as the HP scanjet 4850 have all you could ever need to scan and edit documents in one package. in the case of this scanner it also enables you to scan old fashioned photograh negatives and slides. including a wide range of software to do most things you could need including your need of editing a document and software to edit pictures.
there are cheaper scanners and other software available.
the scanner i listed i've had for about 6 months and cost me £90 approx including postand packing from dabs.com (if my memory is working).
it has never given me any problems.

in order to edit the document, you'll need some sort of OCR recognition software that can convert the scan (which will probably be a .tif or adobe type file) into notepad or word or some other editable file type. I believe "Broderbund" (not sure about the spelling) sells relatively inexpensive software on-line to edit adobe files, not sure about other file formats.
