First: You would have to catch them. Since they are reclusive that would take a lot of time, money, man power and special equipment.
Second: You could upset the whole ecosystem in upstate NY or the wolverines would not survive. You can't just introduce something new to an area where it has never been, studies need to be done on how it will impact the area: Here are some of the things that need to be studied:

Roads and Access
Denning Habitat
2.Human Disturbance/Development
3.Mortality
4.Prey/Foraging Needs

The wolverine is known for its ferocity, there are tales of them attacking humans, but they prefer to avoid humans. They have been filmed capturing kills from other predators, such as polar bears or a wolf pack and taking prey from the traps of trappers.
Because of the characteristics of this animal they can't be just "let go" in an area an be expected to live.
