The charge is 2 counts of grand theft and the offender is a legal resident of ohio not mississippi therefore would like to know how to get banished from the state of mississippi as a form of alternative sentencing.

You know this is funny question for it actually came up in my court when I was serving as Municipal Judge. Had sentenced this guy, he paid his fine and asked if he could move on to another state and not come back and that would end it all....I told him Ok, go, but IF he came back and got back in trouble we'd pull up his charges placed on the books and take a look at them again....he laughed as I did....all ended well. He moved, married and came home for some funerals, holidays and never had any more problems out of him.

I would doubt it. If that was the case, everyone would just go out of state to commit crimes and request banishment so that they could be free to go to another of the 48 remaining states to do it all over again.
If that were a bill I would vote against it.
Sorry your friend got into trouble, but I do hope if this is his first offense, that they will work out something that does not pose a hardship on his family (maybe sentencing close to the border).

As a matter of fact he will have a hard time even getting permission to serve his parole ( after prison) in another state.
