I am assuming you are speaking of a Bush outside a house and you use yard tools for cleaning up the Bush.

Bush tools are used for making concrete and asphalt surfaces rough. After the concrete/asphalt is rough the you can apply a surface treatment. You get better results on your surface treatments when making the surface rough before applying the chemicals
