Have the vet check her, it sounds more like she is pregnant and getting ready to have puppies. A dog does lick its genitals during a heat cycle to keep herself clean, but a heat cycle doesn't cause the teat enlargement or a bloated stomach. A false pregnancy can cause teat enlargement but wouldn't cause the bloated stomach.
A pregnant female in later pregnancy usually has an enlarged abdomen (depending on how many pups in the litter and the size and structure of the mother dog, I've had one German Shepherd who had a litter of only three pups, who didnt look pregnant at all even on the day she whelped.) However, when I felt her abdomen, it felt firm like a blown up balloon, I dont know how to describe it except to say that theres a definite firmness to the abdomen of a pregnant dog that feels different from any other kind of belly firmness felt when palpating. Often the dog will suddenly look like she lost weight right before she whelps too, as the pups go into position to get ready for birth and the mothers uterus becomes lower in her body.
From what you describe, it sounds like your dog is within 24 hours or less of giving birth, although sometimes these signs occur two or three days before the birth.
It would be a good idea to vet check her even if she hasn't delivered pups within a day or if she appears ill in any way. Pyometra is a life threatening uterine infection that is also a possibility, often a dog develops pyometra after a heat cycle, and may be in a false pregnancy at the same time and show the teat enlargement. I had this happen with one older German Shepherd.

It sounds very much like she may be pregnant....and in the later stages too.
Watch her over the course of a day or two. If she's pregnant, she will be exploring the house a lot looking for a secluded hide away were she feels comftable to make a nest to give birth. her stools may also be a slight green colour and very dry. this is because her body is taking nutrients from her and giving them to the babys. Gently stroke her belly...but do not press. If she has puppies in there, you may be able to feel slight bumps and may also be able to determin roughly how many there are. Always make sure she has a bowl of food and water at all times. She will eat and drink more to supply the pups. But above all....get her to the vet asap. Anouther tip...if she is pregnant and chooses a nest, buy some curtain rails and attach them to the skirting boards were she may be nesting..that way, when she gives birth it will give the pups somewere to escape to in case she rolls over and accidently squashes one. Who is your vet for pete sake he should of known the answer to this question. It sounds to me like the dog is in pup not in season

take her to the vets as it may be possible that she is in pup or having a phantom pregnancy. could also be possible that she may have an infection which will need imeadiate treatment . good on you for adopting her she sounds a lucky girl. good luck.

I would have to say no my dear, she does'nt look very fashion
conscious to me.Are you sure her name is Jack Russell,
and not one of a couple of celebs I could name. They seem to
behave in the same manner

you should contact the vet you got her from. it's rather irresponsibe of them to adopt out a dog that's old enough to be spayed without spaying her. how long did they have her, could she be pregnant? i would take her in 1st thing tue morning and let them examine her.
