Velocity has nothing to do with caliber. A 22/250 is just a 22 cal. bullet, but has the speed of a varmint rifle. Go down to the gun/hard ware store and buy a box of BB cap specials, these are subsonic rounds that will fit your 22. In a rifle they put out the sound of a pellet gun but have a very good velocity. Keep in mind they do not have enough recoil to cycle a semi automatic.

Yes, but the .22 Long Rifle is not exactly a slow velocity round. Neither is the .17 rimfire. In fact the .17 is faster than a conventional .22 LR.

You can shoot .22 Long Rifle subsonic ammo out of a .22 that is slower than the conventional .22 LR ammo. And you can shoot .22 Short ammo out of most .22 LR rifles. A .9mm PC-9 Ruger carbine, for example, loaded with subsonic .9mm ammo would be slower than a regular .22 LR bullet.

Just buy a bolt-action or falling-block .22 LR rifle, and then buy some Aguila Super Colibri .22 ammo. I use it in my backyard to knock birds out of the trees for my cat to pounce on, and it works very well. The super colibri's don't make any more noise than a loud cough. Velocity out of a standard-length .22 rifle is about 350-400 fps.

Not sure what your looking for, but they make rifles in 9mm that are quite a bit slower than a 22, with less range. But the larger bullet has more hitting power.
If you just want less power, find some 22 regular or short.

A .22 short rifle would have a lower muzzle evlocity, but remember that things like load and barrel length have a bearing on these issues.

There are also some exotic calibres around that might have a lower velocity, but .22 short is likely the lowest commonly available.

Any bullet that you hand load, in any rifle you choose. All it has to do is how much powder you have pushing the bullet. A heavy bullet with a slower burning powder won't provide as much push on the bullet and result in a slower bullet. A 30-30 can do this.

Yeah anything above a .22 long is going to slower. It's a question of weight ratio of the bullets, a larger bullet regardless of initial energy is going to have proportionally equal air resistance and barrel friction to it's mass. Thuss making it slower.
