My dog had puppies a couple monthes ago and her nipples looked totally normal until the puppies started sucking. I think that when you get an animal from the pound they are "fixed."

Depending where you got her, she should have been spayed before being adopted out. ( At least thats how its done in California)
She may have had a litter in the past, and has hanging nipples as a result.
Have you gone to a vet yet? I would take her in and ask, or check your adoption paperwork and see what was noted on her record.

She may have just had pups at some stage, the teats dont shrink back fully.

my guess is, she just gave birth. you can bring your dog to a vet. to be sure.
