Is there a program that makes forum signatures for you?(NOT PHOTOSHOP)?

I wanted to make a forum signature but cant seem to do it. I was wondering if there was a program that makes a forum signature for you. (NOT PHOTOSHOP)

You have to do it yourself, in any photo program. Find out that forum's requirements for size and what not, and make a sig that fits. Or sometimes you can ask other members to make you one.
