Good and evil don't exist in reality, at least not outside of the mind that believes in them. They are only judgments passed by the individual from their own unique perspective. What one person sees as bad or evil may seem to be the only logical thing to do from some other perspective. The ideas of both good and evil are point of view specific. This is why people like bush and bin laden are either loved or hated. Bush is seen as good by people who share his fear based thought system. Those who have a compassionate concern for all of mankind often see him as evil.
Bin laden is much the same. He is a villain in much of the western world, but he is somewhat of a celebrated pop star on the Middle East. There are T-shirt shops that sell items with his picture as though he was Jesus. It all depends on your point of view or perspective.
To sum it all up good is the name we give to people who do things that we think we like.
Evil is the name we give to people who do the things that we don’t like.
This is of course based solely on our particular point of view.

BarkelyVa refers to "sociopaths" who have no conscience. I would say the line is "fine" to those who have ABSOLUTE measurements of "judgment." Different cultures, & different individuals have their own perspective of what is good or evil. Consider the death penalty, & while the majority in the U.S. are pro, the majority is not always "right." "Good" & "Evil" are perceived subjectively. There is no fine line; define your OWN sense of morality, & live by it. That's the best anyone can do, while still keeping an open mind to the actions of others.
Edit: While I was typing, Don H gave the best answer. It would seem incomprehensible that anyone could disagree with it, but they will, & there you are...

For everyone answering this question there is a different standard of where the "fine line" is drawn. The real source I've found to be in Vedic Literature. Vedic comes from "Veda" which means eternal, unchangeable knowledge.

I gauge it like this:
What would I want to have be done to me?
When I make an action that could effect another person if I was that person and it caused me much much pain, physical or mental, then it is bad.
If it is an action that can cause much joy, either physical or mental, than it is good.
Directly in between is neutral.
If A person feels no remorse while inflicting that mental or physical pain, than they are truly evil.

All have the ability to to good or to do evil ! It`s a " free will choice " ! If the devil controls your thoughts , or has easy access to your inward thoughts , you have the ability to do evil ! If the Lord is in control of your thoughts , then you cannot commit evil if you are a true believer .. Basically your " free will choice " of whom you choose to follow will determine whether you do good or evil .

The only "sin" is desire which takes ones focus from the unity of God in all things, giving humanity a sense of self apart from God. All other Sin arises from this one. Give up the concept of desire,my will, and seperation, what is left is God. "God dwells within you as you." You have union with God in unconditional love within your own heart. As the colors of the rainbow are contained within sunlight so to are we contained within the light of Gods unconditional love.Evil is but emotions divided into their darker parts. When the light of Gods love shines, evil is absorbed into it.

One reaches the evil point when they deliberately harm someone and do not feel guilty about it.
