I just need to know what program does it so i can cut a scene out..if u can help me out that would be great

WMM like said above or Nero Vision Express
To make it playable on a DVD player (not DVD drive on PC) you need Nero Vision Express, WMM will not help you there.

you have to own the copyright to the movie or you need writen consent from the copyright holder to edit a movie.
but you could use a 8.5GB DVD to burn your move onto. or try converting the film using Divx www.divx.xom for details.
there is also a product called dvd shrink (i think) which can help.
but to edit the move in microsoft windows XP and above then you can use windows movie maker.
another software suite you could try is http://www.nero.com/eng/index.html see what they have to suit your needs and your burner.
