In every camera I've seen using the flash is an option you can turn off.
I've never seen a flash that didn't 'bother' people. Even the external flashes are bright and blinding. That's the flashes job - to light up the area so the pics come out.

Most of them allow you to turn off the flash or you can get a SLR (expensive) and a really good flash

yes to both but, with flsh is better, you can get camera with something called "red eye" brief flash then it comes. My wife hates flash but this way no prob. talk with expert re type and you will be amazed what you get
