I'm looking at some DVD's on eBay and they have either the fullscreen or widescreen formats. The one I'm looking at is mostly sold in the widescreen format. Will I be able to see it ok on my standard 27" TV?

Yes - its just a matter of how important it is that the movie fills the screen entirely. Most serious movie fans prefer the Widescreen presentation when available because its closer to what was shown originally in theaters and is the "director's vision" for the film. Full-screen changes the movie to fill the screen and alters the director's vision.

Yes. Assuming your DVD player is properly set, the widescreen format (which, as the other poster mentioned, is typically truer to the original presentation of the film in the theaters) should display on your standard TV in "letterboxed" format, with "black bars" above and below the picture.
