it varies there are different types of hemmorrhagic strokes. some need surgery and some don't. In general the earlier the better because if something can be done sooner is better. Plus there are some medications that can slow down the bleeding depending on the circumstances

Any hemorrage will continue to bleed the longer it takes before stopping. And, people can bleed out if the hemorrage is severe. Any stroke treated quickly has a better chance of recovery when treated immediately.

Yes because the more time nothing is done about the more certain parts of the brain go without blood/oxygen which increases the amount of brain damage.

"Yes" and "no" you have to remember there's no turning back once it is given and there's no 100% chance that it will work. And, in fact it can be worse then the "bite"
It's only given as a life "OR" death threat, not maybe.
