Make sure you have the correct time zone set. Double-click on the clock and click the Time Zone tab at the top of the window that opens up. Change it to your time zone and check the box at the bottom to 'automatically adjust for daylight saving changes'.
Then click the Internet Time tab at the top and check the box to 'Automatically synchronize with an Internet time server'. In the Server drop down choose 'time.nist.gov'. This is the government time server that will help keep your computer time correct.

Right click the clock and choose Adjust Date/Time. Ensure that you have chosen the correct timezone. Also in internet time try making sure that it is et to automatically update with a server.
You may also need to replace the small battery on your motherboard that allows the computer to retain settings when turned off.

This may be a virus. Run a complete system scan.
If this was a problem with the battery on the motherboard, you would be prompted to adjust time in bios everytime you started computer. So I would rule battery out.
