Sit down with your parents and have a long discussion about this. Give them the reasons why you want to transfer out-of-state. Perhaps their reasons, for you to remain where you are, is due to finances. When you transfer, to an out-of-state university, you will pay more (per credit hour) than in-state students do.
If the difference is $$$$$$$$$$$$$$$ then perhaps you should make the most of where you're at right now. How would you pay the difference..............

Who is paying the bill? You should approach your parents with a good "mature" rationalization for why transferring to the other school would be best for your future. YOU should also figure out a way to pay for the added expense.

This is really something you have to decide on your own. If YOU want to move then do it! I know it's hard when you've been reliant on your parents for so long. But if it doesn't work out, then you can just move back home. That's the nice thing about parents, they are always there for you.
