Don't go more than 36-38" from the floor to the next color (normal wainscot height), it will look silly. Paint the top color first, down past the height of the lower color. This will allow you adequate coverage and avoid splatters on a finished lower color. Avoid the use of painters tapes as no matter how hard you try, paint will run behind and make an uneven line. Also, it is sometime difficult to remove without removing some paint. Draw a light pencil line with a level at the desired height, then paint over this line with a brush with the lower color. Take your time and use a steady hand. Good luck.

the traditional chair rail height is 36" to 40"...but there are no rules! i have painted the color transition at many different points on the wall! in fact...if you are going to install a shelf...i think the traditional height would be silly. figure out which height would make sense as far as the shelf placement goes...and paint accordingly!(maybe one quarter or one third down from the ceiling?)

shouldnt it be blue on bottom white on top? this would look more balanced,,,but anyway, one surefire method is to separate where the back of a chair or couch would be..if you make it too high, it looks weird, if you make it lower than that, also weird...also, what shade of blue are you using? if its a darker blue, the white should be on top..otherwise the whole room/wall will look crazy!!!! I know you didnt ask for opinions on that, but just thought I'd throw it out there!!!!!!!!!!

My mother does this a lot. For the bottom color, she usually goes about a third of the way up from the floor. I would say use painter's tape to go around the walls where you would like to see the split and see what you think. If you don't like it, you can always move the tape and judge again.
