Obviously not always, but generally people will be less likely to lie to you when they are drunk, simply becasue they don't think to conceal it as the brain is slowed down. Of course people can be completely truthful when sober. However there is evidence that ethanol (alcohol) has actually been used as a truth drug on some occasions - A book by a former Soviet KGB officer based in Washington, details the use of near-pure alcohol to verify that a Soviet agent was not compromised by U.S. counterintelligence services. (Washington station: my life as a KGB spy in America - Shvets, Yuri B; Simon & Schuster, New York, 1994)

It depends on how the drink affects you. It might mellow you and make you look at people with a more loving or harsh eye. If you're an angry drunk, you'll spout bitterness that you don't normally feel. Or love, if that is the way the drink affects you. I don't think drunks tell the truth. And I don't think that being sober makes you honest either.

I am a firm believer in the thesis that somebody would never say or do something when drunk which he would never ever have done or said when sober.
Alcohol may cause you to overcome your inhibitions, but it doesn´t make you a totally different person. People who only speak the truth when drunk would have said that sooner or later anyway, it would have just slipped out someday. And the cheating-on-your-bf because you were drunk is just a sad excuse.. so no excuse at all. :)

It is said that people talk the truth when drunk, and would agree with this to a point. It depends on the person really, if they are nasty and aggressive whilst drunk they will tend to say things that are their truest feelings along with the incoherant gibberings, people that get happy when drunk just ramble on incoherently and you usually can take what they say with a pinch of salt!

Neither, if people are inclined to lie, they will do so sober or drunk. Although their lies tend to be more transparent when they are drunk and the rest of the world is sober.

"In Vino Veritas"
people talk a lot of sh1te when drunk, but their true personality is more likely to come through.
if it's 'confessions' you're asking about, I would say accept what he said when he was drunk, ignore the retraction that he made when he was sober
