You don't say if you live in apartments or a house. This will make a drastic difference. If in an apartment you have to understand you will have to deal with a certain amount of noise disturbance, in a house, then obviously they are really loud.
Most people gave you good examples..
But here is a tip if you do not know them well. Start with becoming friends. Maybe stop off with a baked good and introduce yourself and tell them you both live so close and you thought it would be nice to introduce yourself. Sometimes when people are noisy they have no clue how loud they actually are. You can bring this up into polite conversation. If you approach them nicely and handle it in polite conversation it should help. If they refuse after this and you live in apartment complex the next thing to do is call the manager if that doesn't work then the owner, if they doesn't work then on to the police. If its a house then call the police for noise disturbance. Keep in mind usually noise disturbance does not start until after 10pm and ends at 7am. (eeks I know early). Good luck to you.

I would leave a kind note by the their door asking them to keep it down. Sign it 'your neighbor'. If that doesn't work, report them to your apartment complex. If you have a house and it's late night, you can call the police. During the day I don't think there is much you can do.

send them a text message on their cell phone if you know their number...or else go to their house personally and let them know that you are not very happy about the noise. Or else when you meet them next, just try to strike a conversation in a way in which you can say, I don't know but somehow, there is some kind of a noise in the neighbourhood and wonder who is causing it. I was thinking about letting the police know...
So that way, you subtly threaten them...lol...

First I would knock on thier door ( if I knew them fairly well) and just tell them to tone it down a bit. Then just hope that they do.
Second, if I don't know them I would call the police and let them deal with it, if it's after 10 pm.

knock on the door, and politely explain that their noise is disturbing you and to please be more aware of it. if that doesn't work, call the police if it is after midnight.
