Some supermarkets carry it, but you are more likely to find it at specialty or health food stores. I'm not sure where you live, but you can find it at Whole Foods and Wild Oats. Good luck.

You could try buying some porridge oats then put them in a blender to reduce them down to a flour.

Bigger supermarkets stock it, but any health food shop such as Holland ad Barrett - look for a windmill on the packet, it's a particularly good brand - sorry i forget what it's called, something Mill or mills, but it's finer and lighter than others and makes cakes and biscuits really nice

you can find it in most health food stores. In a pinch I have just put old fashioned oatmeal in a food processor until it becomes like flour and it worked fine.
