I agree, that is like comparing apples to oranges. Cats are usually pretty self-sufficient, and enjoy your company when they want to. They might greet you at the door, and sit on your lap, but generally will be okay if you're gone all day. They also can be more convienent, as you don't have to take them outside to wee, walk them, etc. As they get older, they sleep a lot. ;-)
Dogs, especially Papillons (my mom has FIVE of them!), reguire A LOT more attention. Papillons are usually really sweet dogs (they are usually friendly to people and animals alike), but also can be needy-they definitely are "dependant" animals-they needs LOTS of care, time and training (most dogs do), and sometimes prefer one person over anyone else (usually you, the primary caretaker). They like socialization, and crave attention- they enjoy being busy. They're usually quite smart, and are eager to please (they like attention). I think they are perfect for my mom, as she's retired and spends all day doting on them; in my house though, they would probably be second fiddle to everything else (work, little kids, etc), and it would probably bum them out- they are quite sensitive too. My bottom line is that they need attention, lots of it- for their entire life. If you are dedicated to making them your baby for that entire time (10+ yrs), go for it bcs they're a great little breed- if you think that might change over time, I would consider starting with another pet, something more low maintenence. If you are still not sure, visit the AKC website for factoids on the breed, you can also get info on reputable breeders who would love nothing more than to tell you about the breed (they will tell you the pros and cons to help you make a decision). Although I'm not a little dog fan, there's something about papillons that I really like. I've been around many breeds, and I think that they are intelligent, almost shy-like, loveable dogs. But a cat will keep mice out. So you'll just have to get both!

we have both.
have had cats all my life, they are easy, catch critters like moles, mice, rats, etc. they potty train themselves, can be left alone all day, dont mind when you leave them for work
my daughter just bought a papillion, but is never here, so, i have adopted it for the most part. i have never liked small dogs much, but this one has taken my heart. she is not yippy, almost never barks, she is affectionate, loving, smart, adoreable in every way. she requires a lot more attention, but is more people oriented than the cats.
i love them both.

dogs are more work - they require a good bit of mental stimulation and are more demanding of your time and attention
cats - about the most you have to do is clean their litter box which is easier than picking up dog poop
