Yes, my parents take my nephew to the Bluebell Railway a lot - they do special 'meet Thomas' days where the children get to see the characters and ride on the steam trains. He loves it!
Here are the details of their 'Meet Thomas' day: http://www.bluebell-railway.co.uk/bluebell/events/thomas.html
The nearest to London is this one: http://www.watercressline.co.uk/thomas/pics806.htm
There is a similar one in East Somerset http://www.eastsomersetrailway.com/events/thomas.php
In Avon http://www.avonvalleyrailway.org/events/tdo.html
Click here http://uk.search.yahoo.com/search?ei=utf-8&fr=slv8-msgr&p=meet%20Thomas%20railway for details of the different versions of the same things around the UK, you can find the one nearest to you.

There is a Thomas weekend on a preserved railway in England almost every weekend from Easter till the end of October, There are several "Thomases" an LMS Jinty, a RSH side tank, an Austerity converted to Side tank, and they do the round of preserved railways of which there are more than 20 in the country. December and January is the Santa Special season and they close down for the Winter but search Thomas on Google and you will find something not too far from home but not until easter.

Llangollen in North Wales - renamed Sodor for Thomas events. He gets out and about a bit more these days so you can catch up with him in various places around the country. http://www.thomasandfriends.com/uk/parents/tours_and_events_with_thomas_the_tank_engine_and_friends.htm
This link gives you details of up and coming Thomas the Tank Engine events in the UK. We went to Llangollen last year and had a great day out and a ride on Thomas. My son was beside himself with excitement. There were a few different engines, most of them steam... Enjoy.
